SBIR, STTR and Economic Development Grants:
The federal Small Business Innovation Research (SBIR) Program is a highly competitive three-phase award system which provides qualified small business concerns with opportunities to propose innovative ideas that meet the specific research and development needs of the Federal Government. In 2004 6000 grants were awardfed worth well over $ 2 billion under the SBIR program.
The Small Business Technology Transfer (STTR) Program is a highly competitive three-phase program that reserves a specific percentage of Federal research and development funding for award to small businesses in partnership with nonprofit research institutions to move ideas from the laboratory to the marketplace, to foster high-tech economic development and to address the technological needs of the Federal Government. Under the STTR program over 800 companies were awarded more than $200 million in 2004.
Research and Development (R&D) Grants:
Single Companies or Joint Ventures substantially involved in the R&D may apply for grants awarded under the Advanced Technology Program (ATP) of NIST (The National Institute of Standards and Technology). ATP proposals that are found to have both high technical and economic merit are selected for funding in a highly competive peer-review. The Company's share of the project has to be at least 60% of the total project (50% for joint ventures).
Workforce Development Grants:
In 1998, the U.S. Department of Labor created the One-Stop concept in the Workforce Investment Act (WIA). Locally administered in Trumbull, Mahoning and Columbiana County One-Stop WIA provides specific employment and training services. One-Stops goal is to ensure a properly trained workforce and a consistent
supply of employees with the skills necessary for your company to grow and your employees to advance. Among other services One-Stop provides training grants to reimburse your costs towards a training program of your choice. Some grant opportunities available through One-Stop are:
- Incumbent Worker Training Program (IWTP) Grants: The purpose of the IWTP is to support projects that will benefit local business and industry by assisting the skill development of existing employees, thereby increasing employee productivity and growth of the company. The training is expected to lead to the creation of new jobs, retention of jobs, increased wages for better-trained workers, a higher-skilled workforce, and a more profitable business climate. Through these IWTP projects, employment opportunities will be greatly enhanced, thus enhancing the economy of the Mahoning Valley.
- On the Job Training/Workforce Investment Act (OJT/WIA) Grants: An OJT award may be provided to companies who are determined to be “in need” of training services in order to obtain or retain self-sufficiency employment. The customer must demonstrate a need for training through the counseling/assessment/vocational exploration phase of the Core and Intensive Services tiers of the One-Stop Center operations. I addition they must show inability to obtain/retain self-sufficient employment through Core Service, or Intensive Services tiers or the Job Center.
- Ohio Investment In Training Program (OITP): The purpose of the OITP is to assist companies (plant site) and/or projects based upon the economic impact with specific training objectives (not ongoing training) involving new job creation, job retention, training required by an outside entity, expansions, new equipment, new technology, and more.
- Targeted Industry Training Grants (TITG): Through Ohio's TITG your company may be eligible to lower the cost for employee training. These grants are intended to improve competitiveness, productivity and quality for eligible Ohio companies by providing noncredit training and assessment services to their employees. Manufacturers and healthcare providers qualify. Also, companies whose workers are experiencing a shortage of information technology skills may apply for the grant-funding.
Other possibilities within workforce development include the High Growth Job Training Initiative (HGJTI), which represents the first step in a series of actions that the Department of Labor’s
Employment and Training Administration (ETA) has taken to engage business, education
and the workforce investment system to work together to develop solutions to the
workforce challenges facing high growth industries. Fields like health care, information
technology, and advanced manufacturing have jobs and solid career paths left open due to
a lack of qualified people to fill them. The High Growth Job Training Initiative targets
education and skills development resources toward helping workers gain the skills they
need to build successful careers in these and other growing industries.
To put this approach into action, ETA identified 14 sectors that fit within the following
criteria: (1) they are projected to add substantial numbers of new jobs to the economy or
affect the growth of other industries; or (2) they are existing or emerging businesses being
transformed by technology and innovation thus requiring new skills sets for workers. The
sectors include: Advanced Manufacturing, Aerospace, Automotive, Biotechnology, Construction, Energy, Financial Services, Geospatial Technology, Health Care, Homeland Security, Hospitality, Information Technology, Retail, and Transportation.
